This is an extra line unlocked once you get a gold star on the E3 series stage from Akita to Shin-Hanamaki. The PC and N64 versions will display that stage in this menu (which I didn't do because it would look awkward). Furthermore, on the N64 version, that stage itself unlocks once you get a gold star in all previous stages. All these stages use ATC instead of ATS.
This is a high-speed line! The famous Shinkansen trains are here, even if very briefly, just to show to you how fast they are. There's not much to note about the scenery since the elevated rails obscure most of it. Keep in mind that the game only shows one station of this 20+ station line, which goes all the way from the very top of Japan's main island (Shin-Aomori) to Tōkyō, roughly about 600km of train lines.
